Special Education
If you have concerns about your child's academic, social/emotional, or behavioral progress, the first step is to contact your child's teacher, the school psychologist, or the school counselor at your child's building.  The building intervention team can work together to develop interventions and strategies to support your child and increase his or her success in the school setting.

To refer your child directly to the Committee on Special Education, send your written request for evaluation documenting your specific concerns to the address below:

Committee on Preschool Special Education Information
The CPSE reviews eligibility for special education services for children ages 3-5.  If you are concerned about your child’s development in language, speech, motor skills, or pre-academic performance, you can request a referral to the CPSE.  Once the referral, your consent, and your choice of evaluator is received, your child will be scheduled for an evaluation.  All evaluations include at minimum:
  • a psychological evaluation to assess cognitive development
  • a social, developmental, and medical history provided by the parent
  • an observation of your child in their natural learning environment (home or preschool/daycare)
Additional evaluations can include speech/language, occupational therapy, physical therapy, or other evaluations based on the referral concern.
If you would like to request a referral for your child to be evaluated by the Committee on Preschool Special Education, please call the Office of the Director of Learning to request a packet, or print and complete the documents listed below and return to:

Director of Learning
72 State Street
Skaneateles, NY 13152

These documents need to be completed and returned to Kathy Sparrow at the District Office. Phone number: 315-291-2205

When the completed request for referral is received by the Director of Learning, a consent to evaluate will be developed based on the referral concerns.  You will receive the consent to evaluate along with a list of evaluators.  Please sign the consent and choose the agency you want to conduct the evaluation.  Return this to the Director of Learning.  Our office will make contact with the evaluator you choose.  The evaluating agency will contact you directly to schedule the evaluation.  A CPSE meeting will be held within 60 days of receipt of consent to determine eligibility.

You will also receive the following documents for your records with the consent to evaluate:
